Goal: The goal of our Good Governance pillar is to introduce a new political & governance culture that is people-centred and institution-based.
Consequently, we will promote consensus building, accountability, transparency, representation, responsiveness, effectiveness, efficiency, inclusivity, equality and people’s full participation in all the affairs of the State. More importantly, we seek to uphold and honour Puntland’s Constitution, national and state laws and fully adhere to the rule of law. We, therefore, commit to the full implementation of the democratic process and multi-party system in Puntland based on the consensus of the people, and in accordance with the Constitution.
We shall initiate comprehensive reforms within governmental institutions, ensuring they are robust, efficient, and accountable. Meritocracy will be observed through implementation of merit-based public office appointments and regular performance evaluations for public servants, and promotion of efficiency and integrity within the system.
We will empower Parliament – as the foundational branch of government - to discharge its legislation and oversight duties and to hold the Executive accountable.
This will be done by enacting and enforcing legislation that guarantees parliament’s autonomy, safeguarding it from undue influence or interference from external entities. Further, we shall work with Parliament to ensure a system of checks and balances in and outside the House, ensuring transparency and public’s access to information. We will work with parliamentary committees, empowering them to conduct thorough investigations into matters of public concern, holding the Executive and other arms of the government accountable. This will also entail establishing a robust system for regular reporting by the Executive to Parliament, ensuring transparency in government actions and expenditures.
An independent Judiciary is the cornerstone of any democracy and sound governance. Free courts ensure that everyone in society plays by the same rules, including the rich and powerful. It entrenches the rule of law and has a place for each individual in that, it treats all people in the same way. It is expected to ensure that the high and the low, the often viewed as mighty and the weak in society are equal in the eyes of the law. Such system promotes justice for all, ensures the rights of all are respected & upheld, and none is discriminated against when administering justice. The rule of law not only ensures that individuals are held accountable, but all organs of government are expected to uphold and dispense justice in a legally acceptable manner. If the judiciary is controlled by other branches of government, it undermines and weakens the people’s fundamental rights. Unfortunately, this has been a frequent phenomenon happening in our State, and the whole country, where the Executive often exercised control over judiciary, undermining its independence and impartial administration of justice.
Our government aims to support a fully functional Judiciary that is characterised by independence from other arms of government, impartiality, and with the highest integrity. We will reform and empower the Judiciary to facilitate transparent access to justice, in accordance with the Constitution. Overly, we hope to instil public legitimacy, confidence, trust and respect for the system.
Priorities for justice reforms are highlighted below:
As the first step towards these reforms, we will commission the crafting of a Strategic Plan for the Judiciary to upstart the reform agenda and put in place a 5-year Plan for the Puntland Judiciary.
Through an Enhanced Integrated Electronic Case Management System (IECMS), judgements will be digitised, published and made available to all parties as well as for use by any interested parties, for example in academia.
Remuneration of judicial personnel will be reviewed and addressed accordingly to attract, motivate and retain the best qualified legal and professional staff.
iii) Legislation and Regulatory Framework: This will entail strengthening the legislation and regulatory framework governing judicial processes, ensuring procedural fairness, transparency, and swift resolution of cases. We will facilitate public awareness campaigns to educate citizens of their legal rights, the judicial process, and the avenues available for legal recourse.
Further, we will be part of the international system of judicial outlay, appending signatures to international instruments such as laws, treaties and agreements. We shall ensure such binding contracts are friendly and respect the rights and duties of our citizens.
We will transform the State by creating a government for the people by the people that champions citizen engagement through public participation in decision-making processes in pursuance of democratic ideals. The government will actively partake in civic education programs to increase public awareness of good governance, democracy and state building priorities. We will strive to establish a vibrant and participatory democratic system, fostering active citizen engagement, multi-party politics, and informed decision-making processes. In addition, we will establish a robust and impartial Puntland Electoral Commission (PEC) capable of conducting transparent, free, and fair elections across Puntland, adhering to a multi-party system and upholding the Constitution of Puntland. Finally, we will promote a culture of political tolerance and peaceful competition in Puntland, where political opponents are seen as fellow citizens engaging in healthy debate and dialogue, focusing on policy agendas rather than resorting to intimidation or violence.
To achieve these goals, my government will do the following:
We will encourage the active participation of women, youth, and marginalized communities in political activities, ensuring their voices are heard and their concerns are addressed.
iii) Public Awareness and Civic Education: We will use various media channels, community outreach initiatives, and educational institutions to disseminate information, empowering citizens to actively participate in the democratic process.
Our government will strengthen anti-corruption measures to promote integrity and accountability at all levels of goverment. We shall outline and implement various measures and instruments that we believe will stamp out corruption and fraud in the public sector.
To this end, my government will enact and rigorously enforce comprehensive anti-corruption laws; implement transparent financial and procurement systems; foster a culture of integrity within government agencies; and promote ethical decision-making and responsible use of public resources. We will have in place stringent internal controls and audits within government departments and agencies to prevent embezzlement, fraud, and misappropriation of funds.
We will build capacity of Good Governance and Anti-Corruption Commission tasked with investigating and prosecuting corruption cases.
It’s best we leave it as ‘Anti Corruption Commission” only.
We will strengthen and enforce legislation that explicitly guarantees the rights and freedoms outlined in the Puntland State Constitution, Federal Constitution and international human rights treaties. These will include supporting the work of the Puntland Government’s Office of the Human Rights Defender, launch extensive awareness campaigns to educate the public about their rights and responsibilities, and provide specialized training for law enforcement agencies on human rights principles, ethical conduct, and respectful treatment of individuals.
Our government will engage actively with international human rights organizations and share experiences, learn best practices, and adopt globally accepted human rights standards. We shall also provide training to law enforcement agencies to incorporate human rights values when handling citizens and processes.
Our government will recognize and acknowledge the various roles Traditional and religious leaders (Ulema) play at national and grassroot levels. We will also recognise and enhance the vital role women and youth in Puntland play, ensuring their active engagement, participation and empowerment across all sectors.
We will commit to enhance the critical role of the Traditional Leaders and propose it to be institutionalized and accommodated within a reformed Constitution of Puntland through a set of actions.
Foremost, we will publicly recognize and acknowledge their historical contributions to the establishment, stability, and unity of Puntland. We will celebrate their wisdom, experience, and role as custodians of tradition and community values.
Clear guidelines within the State Constitution outlining the scope of their roles, functions, and collaboration with governmental bodies will be laid out. There will be collaborative decision-making processes where Traditional Leaders are consulted on matters concerning community welfare, mediation and conflict resolution.
We appreciate the important role that our Ulema play in the dissemination of the noble teachings of Islam and in promoting the values and the good morals of our society. We will commit to actively
We intend to actively engage them in community development projects, and support religious education programs that promote tolerance, understanding, and peaceful coexistence among different religious and cultural groups.
iii) Opportunities for the Youth
We pledge commitment to empower youths by creating opportunities in education, in skills improvement for employment, sports music, arts, and cultural events for creative expression and in leadership training. Our slogan is: Healthy youth for a healthy society.
We will endeavour to improve access to quality education- in schools, vocational training centres and higher learning institutions through adequate equipping and staffing and conducive learning environment. We will collaborate with industries and businesses to create apprenticeship programs for real-world experience and enhancing their employability. A Youth Entrepreneurship Fund will be started towards this initiative.
Women in Puntland play a critical role and provide vital social security to our children and our community. Accordingly, we will develop policies that promote and institutionalize the role of women and girls in all sectors including education, economy and political participation. We will also commit to the realization of affirmative action to promote women representation in the public sector.
By Allah’s grace and the sacrifice of the people, Sool, Sanaag and Cayn (Khaatumo) are today free from domination and subjugation. We respect the autonomy of SSC-Khaatumo, as recognized by the FGS in 2023, for the region’s right to self-determination and self-governance.
Consequently, we will ensure that policies and decisions made at the regional level respect the unique cultural, historical, and social wealth of the SSC-Khaatumo region. We will collaborate with the SSC-Khaatumo Interim Administration on development initiatives, support infrastructure projects, education, healthcare, trade & economic development, and cultural exchanges in the region.
Our government will advocate for the preservation and enhancement of the federal system in Somalia that ensures power-sharing, decentralization and regional autonomy. We will strive to strengthen relations with the Federal Government of Somalia as we seek fair representation at the federal level. We shall also cultivate cordial relations and collaboration with other State leaders in Somalia to strengthen local self-governance, regional autonomy and national unity in an effort to build a stronger and more stable nation. We will work towards a balanced and equitable distribution of available resources, ensuring that all States and regions benefit from the federal system. Our government will work on this through the following priority areas:
We will develop a comprehensive engagement strategy based on the Provisional Federal Constitution of Somalia and Puntland State Constitution, ensuring clear guidelines for cooperation, dialogue, and conflict resolution. Critical issues such as power & resource sharing, resolving outstanding federal-state matters, and promoting mutual understanding will be addressed.
We will support and participate in technical-level engagements with other Federal Member States (FMS) on humanitarian and development sectors for the benefit of all Somali citizens. We will also advocate for fair and equitable distribution of resources among all FMS to ensure that the federal system benefits every citizen.
Goal: improve the economic well-being of our people through increased production, job creation and retention to improve quality of their life.
The basis for any sustainable democracy and good governance is economic growth and development. We pledge to facilitate efficient utilisation of resources to spur trade, employment and wealth creation. This will be done by building the capacity of relevant government institutions to enable them to create conducive environments that will facilitate the growth of small, medium, and large enterprises. Our government will provide the necessary support that will make local products more competitive locally and beyond our borders through quality control and standardization. In addition, we will support private and public enterprises to access local, regional and international markets, as well as promote regional trade.
Our government will enhance the capacities of key institutions such as the Auditor-General and the Accountant-General to ensure transparent and accountable financial management. To this end, we will implement rigorous auditing procedures to promote financial propriety and foster public trust in government financial management. We will also implement tax reforms to ensure effective, transparent and accountable management of public funds.
We will review and update the current Puntland Five-Year Development Plan (PDP) to align it with current economic realities, emerging opportunities, and sustainable development goals. It will be our duty to align the Plan with the aspirations and needs of various sectors of society, incorporating innovative and inclusive strategies.
Our government will make major investment in primary sectors such as livestock, agriculture and fisheries. We will promote investment in these primary sectors to create respective job opportunities. We shall seek and support public-private partnerships to advance development of the primary sectors.
The government will create conducive environment and encourage investment and innovation in sectors such as manufacturing, information technology, and renewable energy. We will identify and support key productive sectors, facilitating the growth of industries that have the potential to generate employment and contribute significantly to the economy.
We will strengthen economic trade routes and connections between cities, towns, and villages across the State, promoting the exchange of goods, services, and ideas. We will pursue sustainable development models that encourage economic collaboration and integration, fostering regional economic growth.
We will encourage research, development and investment in science and technology sectors. This will include, and not limited to, prioritizing technological innovations that can improve national economy.
We will engage stakeholders in business and industry to discuss job-creation and youth empowerment. Through regular meetings and forums, we will understand their needs, challenges, and opportunities for job creation and youth empowerment. We will encourage public-private partnerships and collaborations that facilitate skill development, mentorship, and entrepreneurship programs, promoting youth employment and economic growth.
We will implement quality control measures, standardization, and effective packaging for local products, enhancing their competitiveness in the market. For local enterprises, we will facilitate market access by providing support and resources to expand their reach into regional and international markets, fostering economic growth and sustainability.
We will create entrepreneurship hubs and innovation centres that provide resources, mentorship, and networking opportunities. Further, we will propose funding mechanisms and grants to support innovative start-ups, encouraging entrepreneurship and driving economic innovation.
We will create and encourage the right environment to attract investment in ports, airports, roads, water systems, recycling and power plants to support sustainable economic development. In addition, we will support mechanisms for investment and job-creation for youth.
With its vast coastline, Puntland should be a vital partner in the Blue Economy sector. We will support our fishermen to explore our rich marine resources and to sustainably adopt modern fishing techniques. Our goal will be to create a fully functional ocean economy.
The first step that my government will take towards this will be conduct a Blue Economy Baseline that will seek to align it to the Puntland Development Plan, sector-specific strategies, global sustainable development goals and fostering of inclusive economic growth. This will act as the foundation upon which informed policies and strategies will be built to ensure sustainable and efficient use of our marine resources.
Goal: The goal of our third pillar is to improve the quality of, and access to, public services, including health, education, transport and water and sanitation.
Our government will strengthen capacity and encourage prudent resource utilisation in all government ministries charged with responsibility to provide quality services to our people. It is well appreciated that several services are supported by humanitarian organizations and UN agencies, both local and international. In turn, we will support and facilitate the work of these agencies. We will create a coordination platform to ensure that efforts by partners supporting us create synergistic effects towards desired outcomes, and are also in tandem with both State and national priorities.
We will improve on the delivery of basic services, build the finance and human resource capacity therein (e.g. employ more staff and enhance remuneration) and review, revise and develop legislation that promotes sectors at the core of these basic services. Specifically, we will enhance the following basic social services:
To reverse the negative health indicators in the state of Puntland, we will improve existing medical facilities and build new ones where such facilities do not exist. The government will provide necessary equipment and medical supplies. In addition, we will ensure recruitment and retention of skilled medical personnel in all public health facilities. The government will work closely with all humanitarian organizations in the health sector to enhance synergistic effects of their support for the benefit of our people.
Quality education in all levels of schooling as well as university is a foundational pillar for Puntland social development. It assures the sustainable establishment of a critical mass of renewable human capital that responds to the changing needs of the public. Despite this, Puntland education aggregately suffers from both quantitative and qualitative deficiencies. This includes low enrolment with only 57% of children enrolled in primary schools (Save the Children, 2022). It gets worse at the secondary level with only 13% enrolment. In addition, the general enrolment numbers demonstrate gender-biased realities and outcomes where girls’ school attendance is lower than boys’ in all levels (UNFPA, 2021). At the tertiary situation, there are massive qualitative challenges including but not limited to personnel qualification issues and low research output that need to be remedied (Abdi & Farah, 2023). With these educational and attached social development challenges in Puntland (within a Somalia that does not even register in global Human Development Index (HDI, UNDP, 2023), robustly rebuilding both the qualitative and quantitative aspects of education will be a top priority for my government. To do that via well-designed and implemented policy and program realignments, we will undertake the following:
Like the rest of Somalia, electricity in Puntland is very expensive, which limits its access by a large segment of the country’s population. Currently, electricity production is only at 40% despite the fact that Puntland has great potential for renewable energy, with more than 310 days of sunshine a year and wind speed of more than 7-14m/s. Therefore, to achieve self-sufficiency and economic growth, it is important for the government to put in place policies and systems that can allow for production of clean and cheap energy, which can meet the general needs of the populations in the whole of Puntland. This calls for preparation of appropriate laws and policies that can guide production, distribution and use of electricity in the country. One of the areas already identified is the development of clean energy (wind and solar), which once developed will contribute significantly to production and economic growth of the state and change economic landscape of the region. With its great potential for renewable energy, Puntland will not only produce electricity for its own use, but also for export to other regions of Somalia.
In order to take advantage of the great potential and develop the energy sector, it is necessary to prepare appropriate policies and procedures that will guide the sector. Towards this end, the government will do the following:
The government will focus on innovative environmental policy actions, e.g. climate change adaptability and green economy revolution mechanisms. We will strengthen legislation protecting land conservation, environmental protection and climate action policies that promote a healthy biodiversity. We will cooperate with national and international partners to advance environment and climate change policies, ensuring broad-based consultations that promote community perspectives and action.
We acknowledge and appreciate the contributions of humanitarian organizations and UN agencies in supporting public services. Therefore, we will at the forefront of facilitating a conducive environment for these organizations to operate, providing necessary resources and cooperation to enhance their impact on service delivery.
We will support and implement policies that are research evidence. Consequently, we will invest in robust data collection systems to gather information on service delivery, including access, quality, and satisfaction levels among the citizens. Data analysis techniques will be employed to help identify gaps, assess the effectiveness of interventions, and make informed or evidence-supported decisions for continuous improvement of public services.
Active participation of communities in decision-making processes related to public services will be supported. We will organize town hall meetings, focus group discussions, and community consultations to gather feedback and involve citizens in shaping service delivery strategies.
There will be investments in the construction and maintenance of essential infrastructure such as schools, healthcare facilities, and water supply systems, ensuring they are accessible, safe, and sustainable. Collaborations with relevant stakeholders will be supported and sought to implement projects aimed at improving infrastructure, especially in underserved and remote areas.
A robust monitoring and evaluation framework to assess the effectiveness of service delivery initiatives will be enforced. Further, regular evaluations will be conducted to gather feedback from beneficiaries, and use the findings to adjust strategies, ensuring continuous improvement and optimal outcomes.
Our government will give priority to the security of the State- of individuals and community through protection of lives and property. We shall draw a comprehensive and inclusive Security Strategic Plan to define all facets of security. This will incorporate the safety and well-being of all citizens; strengthen community structures collaboration with regional and international partners to combat terrorism and promote peace-building initiatives; foster dialogue and reconciliation to address clan conflicts, and; promote social cohesion between communities.
This will be done by reviewing and developing security sector laws, policies, regulations and rules of operation; Reforming training of security personnel and providing logistical capabilities for State security forces; Ensuring security cooperation with FMS, FGS and the Somali Regional State of Ethiopia; Enact and enforce stringent criminal laws and other specialized laws, including Anti-Terrorism Law, Anti-Smuggling Law, and Financial Crimes Law and; Ensuring accountability for security sector and rights for all service officers, including salaries and medical expenses.
The government will allocate adequate budget to support planned security services, to enhance the operational capabilities of security forces, enabling them to respond effectively to evolving security challenges including intelligence data collection and analysis to disrupt organized crime networks or prevent attacks.
We will strengthen the state’s land, sea and air security and defense capabilities to prevent infiltration by armed groups and disrupt weapons and human smuggling networks. Foster strong relationships between law enforcement agencies and communities. Develop and implement programs aimed at preventing radicalization, focusing on vulnerable populations. Coordinate deradicalization efforts with community and faith leaders, civil society organizations especially the youth, community literacy and public awareness campaigns.
In addition, the government will foster international cooperation and information sharing between intelligence services. Collaborate on joint operations and share intelligence to combat transnational organized crime networks.
Our government will facilitate peaceful negotiations and dialogue between different clans and communities and promote understanding and reconciliation. This will be done through establishment of dispute resolution mechanisms at grass root levels to resolve conflicts in a fair and impartial manner. To achieve this, the government will do the following:
Organize community dialogues and mediation sessions; Introduce restorative justice programs that emphasize repairing harm caused by conflicts and encouraging offenders to take responsibility for their actions; integrate traditional conflict resolution practices that are consistent with human rights and legal standards, collaborating with traditional leaders to adapt and reinforce indigenous conflict resolution methods.
It is unfortunate that, at the dawn of this new millennium, political competition in our country comes with violence and bloodshed. We are committed to conduct politics with sanity in which we view our competitors as fellow citizens. Our platform for competition is our agenda, and not intimidation and violence against our countrymen and women.
